An intriguing article on neoliberalism written by French philosopher Pierre Bourdieu, in 1998: "The Essence of Neoliberalism". As even Ernst Fisher, a Marxist, had to recognise in his classic work The Necessity of Art: True as it is that the essential function of art for a class destined to change the world is not that of making magic but of enlightening and stimulating action, it is equally true that a magical residue in art cannot be entirely eliminated, for without that minute residue of its original nature, art ceases to be artart is necessary in order that man should be able to recognise and change the world.

It seems that the world is entering an age of competitive fundamentalism. The term ‘sovereignty’ as a political term is of a relatively recent coining and denotes definite and defined factors in a society to which rightfully belongs coercive force in order to obtain obedience to its will. Both Jewish and Buddhist fundamentalisms are also closely linked to the sharpening of ethnicconflict. For the first time since the ancients, arguments in favor of popular rule were articulated.

Democratic government, being government by discussion and majority vote, works best when there is nothing of profound importance, to discuss, when the rival party programs involve the superficial aspects rather than the fundamental structure of the social system, and when the minority can meet defeat at the polls in good temper, since it need not regard the decision as either a permanent or a fatal surrender of its vital interests. In 1948 the National Party won the whites-only elections in South Africa and proceeded to implement its policy of apartheid, dividing both countries along racial and ethnic lines, under white hegemony.

It is impossible to know what democracy even means while our minds are conditioned through fear and insecurity, and while there is no trust or equality within our societies. Like all Liberal social activists, Day has effectively neutralised the work of Catholic Action by misapplying the social doctrines of the Church in areas involving civil government, social class and the family. A weaker form of an established church is what Robert Bellah (1967: 3-4) calls “civil religion,” in which a particular church or religion does not exactly have official status, and yet the state uses religious concepts in an explicitly public way.

Consequently, modern law is fundamentally concerned with the definition, protection, and reconciliation of individual freedoms in their various institutional and organizational contexts. Many in Norway say it has made both men and women more themselves and more alike: more understanding and happier. For the next generations, perhaps the most important issue for participatory democracy will be ownership and control of the means of producing and distributing information.
